The easiest way (iPhone or Android)

Open your phone’s browser and use PDFComet:

Go to the JPG to PDF converter (or PNG to PDF for screenshots).
Tap to browse and pick your image.

On iPhone (built-in trick)

You can also make a PDF straight from the Photos app:

Open the photo in Photos and tap the Share button.
Tap Print.
On the print preview, pinch outward with two fingers on the image — it opens as a PDF.
Tap Share again and choose Save to Files.

It’s fiddly for a single image and won’t combine several, so for anything quick the browser method above is simpler.

A note on multiple images
